Yes, both the Andrews system and the WMATA system use the base and
offset values listed on radioreference.com.  You are correct about both
these systems being 3600 baud, but both have analog traffic on them at
this time.  The Andrews system remains entirely analog.  The WMATA
system is analog/digital for police, analog for buses, and digital for
engineering/operations.

Just wondering if anyone has the confirmed the Base and Offsets for the
Andrews AFB TRS and WMATA TRS?  

I noticed that RadioReference.com has an offset of 25.0 for both of
these Trunked Systems.  This seems a bit strange to me because most
Motorola ASTRO 3600 baud Systems in the UHF band have a standard offset
