   I just saw on the Phillyscanner list that Philadelphia has obtained 
licenses for interoperability use on 154.28 and 155.34.  High power, with 
considerable height.

   Evidently they don't know what/how to use (or maybe don't even know) the 
Itac channels.  You can't fault them for that; heck many communities in 
Maryland don't know about them either....

   Anyway, when tropo is running, I can see that's going to be a real 
headache. 154.28 is going to be hard hit, for sure.
