[Scan-DC] Golden Triangle Business Improvement District?

I've been monitoring 464.0000 [179.9] within the District.  Yesterday, I
heard someone on the radio ask for directions on behalf of someone else
(possibly tourist).  The person on the radio said their current location
was somewhere around K St. and Conn. Ave.  I'm thinking, therefore, that
this frequency may be used by those Golden Triangle "ambassadors".
Anyone confirmed this?  Thanks in advance.
