Well I guess it depends on your perspective.  I remember going to the 
Botanic Garden last year and being surprised they had no security or bag 
checking at all.  It is quite close to the Capitol building.  I was 
pleased to see the checking this year.  I would think that the possibility 
of destroying the garden itself is a serious risk, some of the plants in 
the collection are irreplaceable, never  mind the building.
