Former VSP dispatcher (Divison 1 - Richmond) here.

The VDOT Safety Services patrols DO use the respective VSP Channels for the 
area that they "patrol".  They're identified as 9000-series units (example: 
9581).  The 9000-series unit numbers are issued to non-VSP agencies that have VSP 
radios (VDOT, ABC officers, the occaisional federal law enforcement officer 
or local police officer).

As for the M5xx for the Motorist Assist units, are you positive about this 
for Division 5 (Chesapeake)?  At least in Richmond, we'd stopped using the "M" 
designation for the Motorist Assist units in the mid 1990's.  All of ours were 
5000-series units (example: 5020).  The 5000-series numbers are for civilian 
VSP employees (radio techs, motorist assist units, etc).
