  VDOT contractors do not use VDOT frequencies with the possible exception of 45.76 mhz., constuction zone comms and a few other unique
situations such as construction/maintenance work on the James River Bridge in the Tidewater area.  Contractors  use their own radio system,
if any, or maybe use a cell phone.  The pls you posted indicate VDOT repeater operations only.  Inputs are in the 45 mhz. range.  With few
exceptions each VDOT maintenance activity will be licensed for 6 or 7 47 mhz. frequencies.  Usually one repeater frequency is used for one
or more VDOT activities in a given geographical area.  Sometimes if the area is wide, such as in the Madison Co. area two repeaters will be
used., i. e., Madison East and Madison West.  Each VDOT maintenance activity typically also uses one or more simplex frequencies with
different pls.  Frequencies used and repeater/simplex combinations vary depending upon the radio usage requirements of a VDOT activity.
