Doug,
I meant to include this in the other email.  Without
seeing one, this sounds like devices to montor traffic
flow.  As you may know, many of the traffic lights
around Mont. Co. can have their timing "adjusted" by
remote control.  If traffic flow is particularly heavy
in a certian direction, the light and be dymanicaly
re-programmed to stay green longer in that direction
to ease the backup.
