[Scan-DC] RFI Investigator?

Interesting - I live right near there also. Since there are a couple of
construction sites in the area, not exactly sure where Cathy saw this guy
(have emailed her offline), but there are some power transmission lines not
too far away... but if he was after them, he could have gotten right up to
them... from her description I don't think he was right on top of them, more
like, oh, half a mile or a mile away, depending on which of the two
construction sites she means...
Piqued my curiosity!!
