[Scan-DC] Montgo District/Duty Chiefs

On Dec. 1 the designation District Chief (for County) and Duty Chief =
(for local fire-rescue departments) will change to Battalion Chief.

On the air, District 1 will become Battalion Chief 1, District 2 =3D =
Battalion Chief 2, etc. for all 5 districts.

Duty 1 will become Battalion Chief 101, etc.  Rescue Duty 1 will become =
Rescue Battalion Chief 101.  Rescue Duty 2 =3D Rescue Battalion Chief =
102.
