[Scan-DC] AFRA Unit?

Montgomery Fire has been using the designation "AFRA Unit" - anybody know 
what it is?

I'm sure that part of it is First Responder - suspect that it means ALS 
First Responder A????????something, and I'd bet its ALS First Responder 
Apparatus.
