[Scan-DC] Military Net on 139.96

All,

Today I was able to catch a couple of units on 139.96 and it appears that it 
serves units at the Edgewood Arsenal/Aberdeen Proving Grounds.

In the late 1500 hour Military 100 was working with Radio Repair. Military 
100 stated that he working from a vehicle which was presently on the Edgewood 
Arsenal grounds and that earlier he had been up in the Havre de Grace area. 
Military 100 hadn't been able to hear/reach Radio Repair from the Havre de Grace 
area but was receiving him loud and clear from Edgewood.
