[Scan-DC] Situation in Leesburg

Listening to a situation on Leesburg PD channel on Loudoun system right =
now (12:00PM, Wed).  Can't tell if it is live or a training event.  =
Sounds pretty real.  I'm hearing unit numbers like SOT & HOT if that is =
a clue.

Scenario is that they are negotiating with a "subject" that has a bomb =
rigged up on a bus somewhere.  There is also a hostage ("victim") that =
is having a medical emergency and needs some insulin.  They are =
delivering insulin right now.
