Jeff,
What the radio techs you heard may have referred to was NPSPAC (usually pronounced "NIPS-PAC"). These are the group of 5 800 MHz repeater pairs used for interoperability between agencies. You will find that most areas of the country that have 800 MHz public safety systems will have repeaters on one or more of these pairs. I know for a fact that there are repeaters in Chesapeake VA, Newport News VA, Richmond metro area, Somewhere in Northern VA (Fairfax or Prince William-or perhaps both) and many other areas. They are the same repeaters referred to in Mr. Henney's web page as ITAC or NTAC. The ones I have used typically use a tone of 156.7 Hz.
