[Scan-DC] Unusual Aircraft

All,

1. In the late 1800 hour EDT (6 Aug) heard Vietnam 6575 working with 
Washington Center (128.525). Not sure if he's civilian or military. First time in over 
5 years of listening that I've heard a Vietnamese aircraft in the DC area.

2. In the last fews have heard an aircraft using callsign Transport 1 going 
into Regean National.  Is he a civilian or is he assigned to the Dept of 
Transportation?
