[Scan-DC] Frederick County

The talkgroups available to Montgomery County units include zone 13, with
COG 1-6 (A-F), ICALL (G) and ITAC 1-4 (H-K).  I believe zone 13 is also
available to the other counties on this plan who are using trunked systems.
They include DC,Arlington, Fairfax, Loudoun, Howard, Frederick and Carroll.
(Metro Wash Airport Authority is also included).
