[Scan-DC] I'm a little confused

The dispatchers are SUPPOSED to be monitoring Channel 2 and Channel 1. Many
volunteers who were equipped with VHF radios by their own local fire rescue
departments, (e.g. Car 8-6, Car 3-5), have not been equipped with 800 mHz
units. I heard Car 3-5 successfully communicate with PSCC using Channel 2
on Monday.
