[Scan-DC] Ship identification question

Hi,

A ship has just sailed by and I can't figure out who it belongs to. 
It looks like a cutter, about 200 feet or so, but it is all white 
with a large, diagonal green (or blue) stripe down the side.  It 
doesn't look to have armaments (but it is far away) but does have 
what looks to be a small boat launch on back and several antennas on 
the mast.  Definitely no USCG markings or NOAA markings.

Does Customs have ships like this?  DHS?  Maybe a Canadian vessel 
(cannot see any flags).
