   This always brings to mind the issue of the perception that radio
system interoperability appears to be seen as the answer to
disparate official departments coming to terms with the concept of
actually COMMUNICATING with one another.  The phone has been around
for how long now?  You still can't even get them to CALL each other!
Figuratively speaking, of course.
