[Scan-DC] Dorchester county moving from LTR

  There's a quick article on trunkedradio by Brian Tolley that says that
Dorchester county just allocated funds to move their LTR multi net system
to Motorola 800 mhz digital.  The system will tie in with the Eastern Shore
Consortium that Queen Anne, Talbot and most recently Caroline uses/will
use.  It cites poor coverage and interoperability problems with other
counties as contributing factors.
