Rick: What your friend saw was a Homeland Security Patrol, which pre-911 
was 1% of the CG's operations, and now is 25%.  They escort vessels in 
and out of port to protect them from a COLE type attack, from being 
hijacked and used as a 9-11 type weapon (smash the ship into the Key 
Bridge type thing), and yes, ensure the crew isn't doing something they 
shouldn't be doing, which is drop contraband overboard to waiting small 
boats do dodge Customs.  We do this work primarily in 22-27 foot 
outboards, 41 foot utility boats, and 87' patrol boats.

Recently took a cruise on the Celebrity Lines M/V Galaxy. The ship departed 

from Baltimore (Dundalk Marine terminal). As we pulled out of the terminal a 

CG 41-ft utility boat stood watch about 300-400 yds away as the ship 

maneuvered out into the main channel. This patrol boat then followed the ship 

out under the Key Bridge and down the Bay until the Bay Bridge.

 

On our return to Baltimore were were escorted by two CG 25-ft transportable 

port security boats and a 41-ft utility boat. They escorted us from the Bay 

Bridge until we were almost docked in Dundalk.  These 25-ft boats had 50-cal 

(I'm guessing) machine guns plainly visible. These 25-ft craft continually 

criss-crossed in front and behind the ship as well as sweeping aling the 

sides of the vessel.  Perhaps they were looking for any "packages" being 

dropped into the water or crewmen jumping into the water.
