[Scan-DC] tag numbers

These CF plates
(http://www.dmv.state.va.us/exec/vehicle/splates/info.asp?PLTNO=&idnm=CF)
are given to all the gas/electric cars or cars/trucks that run on natural
gas.



These cars are exempt from the HOV rules in Virginia, although the Federal
Gov't says Virginia cannot give  that exemption. I think there was a Post
article a few days ago about the "CF" cars and HOV.
