'Scu' my iggorance, but does" NTIA" refer to the National Telecommunications 
and Information Administration?

(I didn't know _that_ much) until a MetaCrawler web search a minute ago...

If so:

Who are these guys; when and where did they come from, and what's the diff 
between them and the FCC?

I never heard of them until about 45 seconds ago...
