I will attempt to assist in response to your inquiry.

4A = 17616. You finding it on 17623 is problematic for two reasons. There is 
not a talkgroup 17623 on the system but I have an acquaintance who was 
having the same problem with his BC250D until he cleared all the memory and 
re-programmed. Once he did that he started showing the correct talkgroup 
numbers for conversation. As a suggestion you might want to try the same 
thing.

4B = 17648.
4C = 17680
4D = 17712
4E = 17744

Again the reasons you may not be hearing any traffic has to do with clearing 
the radio and re-programming it in my humble opinion.

Reference talkgroup 21808 it is a backup talkgroup for Falls Church Pd. 
Their primary operations take place on the Arlington County system. 
Talkgroup 34192 is their primary channel 1 and 34224 is their channel 2 on 
the Arlington County analog trunked radio system.

16848 = Mt. Vernon District Dispatch
16944 = Franconia District Dispatch
17040 = West Springfield District Dispatch

Reference local government can't help with those.
