[Scan-DC] TRS weirdness

It sounds like this could happen if the radio is set
to "scan" and the police talkgroup is in the shuttle
bus radio's scan list.
By default, if the radio is in scan, and a group in
the scanlist becomes active, and the radio stops on
it, the radio will talk on the received talkgroup.
One way to test this theorey is to have the driver
wait 10 or so seconds after the police talkgroup goes
silent, then key up the radio. My guess is he'll be
talking on the bus talkgroup and not the police
talkgroup.
