[Scan-DC] Loudon Co. Digital settings

I monitor Loudoun County routinely with both a BC250 and BC785 without 
any problems in Loudoun even in the more rugged parts of the county. 
However I do notice a deterioration and "doppler" effect you describe 
when approaching work near Dulles Airport. The condition is usually not 
too severe and often can be mitigated by adjusting the audio quality 
settings.
