I do not monitor Loudon County, but you may want to consider this:

If you have done sound quality fine tuning w/o results, I would
troubleshoot
the antenna and/or path between radio and antenna.  If you have the 250,
or
can go mobile with the 785, take it for a drive and see if you can find
quality reception, at least then you can better isolate the problem as
either your gear (buy a better antenna/coax), or their system (your
SOL).
The 'packet loss' you describe (as I envision it) hints toward a need
for
better reception.
