[Scan-DC] Trunked Radio audio quality

Well, improved audio quality depending on how it is encoded. Using 128
kbs yeah, but when you drop down to 9.6, IMBE or not, I don't feel the
audio is all that great. The point can be made that the poor quality of a
low rate digital signal will be reproduced exactly as encoded; compared to
analog with noise, this will still be poor.
All the digital radios I have heard have poor audio, in comparison
to analog . . . especially when straight tones (i.e. dispatch) are
encoded. The resultant screeching is quite annoying!
