225.000 MHz is the boundary between the 1.25M amateur band and the
military aviation band. It would be illegal for a ham to use that as a
carrier frequency unless transmitting lower sideband.  If military
aircraft were transmitting AM on that frequency, then half their signal
would be in the amateur band.  It seems rather unlikely that they would be
using that frequency due to the potential for interference, but I can't
say for sure what they might actually be doing.

How wide is the IF bandwidth on the BC780 and what step size are you using
for scanning?  I don't know what channel spacing the military use, but it
is possible that signal you heard is really one channel spacing up from
the band edge.
