[Scan-DC] 121.5 emer/guard channel

According to Micro$oft Flight Simulator, Pulaski (PSK) VOR is located at New
River Valley Airport (KPSK), which is in Dublin, Virginia.  While Flight
Simulator's data is not qualified for real world navigation, I haven't found
a place where the VOR, NDB, or Airport data was wrong yet.  Looking up KPSK
on Micro$oft Streets & Trips, it is located about 2 to 3 mi NW of the
Radford Army Ammunition Plant.

Vortac is?
