[Scan-DC] I finally heard something on 163.200 MHz

I finally heard something on 163.200 MHz. I am in Alexandria. That is
supposed to be a US Marshal's Service frequency. They were discussing the
snow, more specifically, the clearing thereof. It is a rarely heard (for
me) frequency. In fact, I didn't recognize the voices and looked up in
time to see both the channel number and frequency displayed on my
PRO-2066. I don't believe I've ever heard activity on it before.
