[Scan-DC] Anybody familiar with 143.7?

I am picking up comms on 143.7 in St. Mary's County. The comms appear to =
be
encrypted and sound digitized. I can tell it is voice comms but =
completely
unreadable.

This morning, I did hear in the clear "south gate on now open". But
everything else I have caught has been encrypted. I thought it might be =
a
Trunked system and checked Trunkedradio.net with no joy. It appears to =
be an
extremely active freqs. I have 341 hits on it just today. But all =
encrypted.

Anybody have any idea who/what this is?
