[Scan-DC] HoCo emergency agency freqs

Hi, everyone; 
No, there isn't a seperate agency for emergency management. To my knowledge, 
there are only 3 persons assinged to HCFR's OEM - a battalion chief (Steve 
Watts), who identifies as Unit 200, a captain (William Smith, Unit 230) and a 
lieutenant (Chris Alliger, Unit 231). This comes under the Office of the Fire 
Chief (OFC), and should be on one of the Golf TGs on the new 800 Astro system 
(maybe Golf 1? Not sure). The Golf TGs are all digital (from Foxtrot, which 
is a station to station / unit to unit talkaround TG on down should be all 
digital) .
