[Scan-DC] what are these?

  While scanning around this eve, I came across a couple of interesting
items...

164.8625 - Many VIN and driver's license checks.  Callsigns included Delta,
K9 and Local 31.  A very old listing shows this to be Langley (you know
where I mean) but it's a bit of a stretch with indoor antennas...

148.425 - a brief couple of transmissions having to do with 'Red Area' and
traffic movements.  USNA Annapolis?  Very strong here.
