As I understand it, as part of the agreement with the FCC to get the 800 MHz
frequencies, Montgomery County had to agree to return certain frequencies to
the FCC for re-assignment (I believe a past issue of the Capitol Hill
Monitor discussed this).  In addition to fire channels 1 and 2, I wouldn't
be surprised if they held onto at least one other channel for patches (maybe
155.52?) so they can also open a patch for helicopters to the county police
talkgroups.  In the past (on rare occasion) they've had more than one
helicopter working police incidents in different districts, not to mention
multiple simultaneous medevac incidents on the fire/rescue side.
