David,

I didn't check all your frequencies or all your talk groups but did
recognize many of both.  I suggest you check your location for a cell phone
tower as you may be getting overload from that.  Try using the scanner at
another location to see if the problem goes away.  If the conversations are
just incomplete (sounding choppy) maybe you do have the scanner set up wrong
for the system you're monitoring or maybe you're missing a frequency or two.
