[Scan-DC] Traffic monitoring question...

As a long time member of this list, I know that there may be one or two
of you out there who may be able to give a definitive answer on what
kind of "mobile" device is installed at the intersection in the photo's
in the scan-dc folder at http://photos.yahoo.com/amickert.
It appears to be a camera mounted inside a weatherproof box. From the
back of the camera there are wires leading to a metallic box with a
"high voltage" sticker on the side of it. On Saturday, the camera was
mounted at the intersection of Fairfax County Parkway and Franklin Farm
road, with the camera facing toward Fairfax County Parkway. I have seen
this same setup at various other intersection throughout Fairfax and
Loudoun Counties. They will be at a particular intersection there a few
days and then they will disappear.
There is no "pressure tube" across the road like some of the traffic
counters have.
Is it counting traffic? Is it some kind of remote traffic monitoring
camera? Who puts these things up? Vdot?
