[Scan-DC] More questions on 9600 bps

Hello:
 
More on the control channel topic...  Why would a system want to use a
9600 bps control channel vs. a 3600 bps channel?  If the goal is to have
every system in the region compatible, must everyone use the same
control channel baud rate?
