[Scan-DC] Uniden new P25 scanner limitations

Apparently one way to see if a system is 3600 baud (supported by the new
scanners) or 9600 (not supported?) is to put the system in the BC780 and
see if the 780 will lock on the control channel and display talkgroups.
I believe I have tracked the Loudoun, Fairfax, Metropolitan Washington
Airports Authority (MWAA), Manassas/Manassas Park and Prince William
systems, so these are probably all 3600 baud. I might also have tracked
the DC Fire/EMS system, but I don't remember. But my educated guess
would be that it's 3600 if all the surrounding systems are 3600.
