[Scan-DC] Frederick County Update

I have been able to identify the following Frederick County Fire Talkgroups:

16048  Fire Main Dispatch
16848  Fire Tac 20
16080  Fire Tac 30
16912  EMS 10

There appear to be many other FD talkgroups, possibly for intracompany 
comms or special ops assignments.
I'll post more when available.
