[Scan-DC] plane circling over Alexandria, 1930 EDT

From your description it sounds like you were seeing a Cessna 172-type of 
aircraft and that was probably one of the FBI's aircraft (Ross 396) who I 
heard working with Reagan Nat'l approach (125.65) around that time.  

The Ross ### aircraft operate out of Manassas airport and are quite active in 
aerial surveillance and, I suspect, comms relays in the Wash/Northern VA 
area.
