[Scan-DC] Fairfax County - unmonitorable?

The Uniden BC-780XLT will not decode
apco-25 digital by itself.  The BC-785D
plus the add-on board will, but I don't
think they're even type accepted yet.

Which scanner did they try to sell you
and which HRO was it?
