[Scan-DC] Fairfax County - unmonitorable?

Please pardon a newbie question, but in searching
archives and various Web sites, I've come to
understand that Fairfax County police and fire
services moved to an Astro digital trunked system.  Am
I correct in assuming that the $360 Uniden trunking
scanner a ham radio outlet store was suggesting is not
likely going to allow monitoring of Fairfax County
fire and police routine transmissions?
