[Scan-DC] July 4th new freq?

A different slant.  A number of years ago, St Elizabeth's was transferred
from (federal) HHS to DC government.  Prior to that transfer 165.3125 was
used at the hospital as a voice pager.  It has, with St. E's transfer to DC
radio systems been abandoned.  A number of such frequencies have been
randomly assigned on a temporary basis in the DC Metro area, so this could
be most anybody.
