Larry is correct. 

It was briefly used for any possible Y2K issues a few years back in case
some NIH/DHHS systems crashed.

However, now it's for coordinating Emerg. Services and providers.

Happy week of the fourth.

165.3125 is a big HHS freq nationwide.  My notes indicate that 165.3125 is a
HHS assignment in DC as well.   It is suppose to be used by the key staff
and maintenance personnel of St. Elizabeth Hospital (the hospital that John
Hinckley resides at if I remember right).
