I'll second that.  "Why bother" w/ regard to terrorists on the list is
most likely correct.  There are a thousand and one ways to bring a given
geographic area to a halt; you do not need to monitor ANY frequencies to
do that, or have extensive communications.  I imagine it might be
nice for certain authorities to read the archives now and then to detrmine
their own comm. security, or lack thereof.
	I would add that a suicide attacker has even less use for
monitoring comms as there is no need for evasion post facto.  People that
are sophisticated enough to use communication to their advantage won't
need any help from the newsgroup, and those that are not sophisticated
would not no what to do with the info.
