[Scan-DC] Scanner Ban At Airshows

Entirely understandable - at least on the surface.  However, having been in
charge of security at these type of events, and provided intelligence for
others, what you may not know, and indeed even the security guard may not
know, is how the threat environment changed from Saturday to Sunday.  It
could be something so seemingly minor (to you all) as a difference in who
was attending the air show from one day to the next.  There are a whole host
of reasons, other than the implied one of incompetence, that may have been
at work - and for which the general public has no need to know.
