Typically these type of operations are DMV officers with portable scales
checking truck weights, etc. A new addition to this process is an unmarked van
with a bowling ball size device mounted on the roof and a visible optical lens in
the ball. I cannot remember its specific functions, but I saw the same type of
operation being used by the German police on a Discovery Channel presentation.
Among other things I think it digitally photographs the truck and interfaces with
some type of database. I recently saw this van in such an operation two weeks
ago on the south end of I295/I95 on Rt. 460. DMV was checking trucks that would
exit on Rt. 460 and try to bypass the weight scales at Carson, Va. There also
will be usually two, possibly three marked VSP patrol cars to chase after
non-stoppers and/or for traffic control.
