Just a data point:

My in-laws and I watched a re-fueling operation several months ago that
was occurring directly over P-56.  Altitude didn't appear to be much
higher than 10-12,000 feet.  Took me by surprise but was fascinating to
watch as I've never had such a good view of such an operation before.
