[Scan-DC] falls church 800mhz

I recently read in the Falls Church Budget document that they are
spending $700,000 to implement an 800mhz radio system to be used by
the Police Department and Water Utilities.  
 
I searched the FCC database for frequencies but they are not licenced on
any in that range. 
Does anyone know if they are joining the Arlington 
County Motorola System or are they leasing a system already licensed
elsewhere?
