Carl, The following should help you out,
MD Dept of Forests,Parks, and Wildlife uses a 7 frequency plan for their
basic frequencies
Their radios have different zones for the different areas they serve
utilizing the same basic 7 in different arrangements.
The state is set up in different regions and the frequencies are separated
accordingly.
West Region is Garrett, Allegheny, Washington, Frederick
East Region is Worcester,Wicomico,Somerset,Dorchester and over toward the
ocean and the surrounding counties
Southern Region is St. Marys, Calvert,Charles,Montgomery,Anne Arundel and
some of the other counties in that direction
Central Region is Baltimore, Harford, Cecil, Kent, Carroll and some others
One of the arrangements is:
Channel 1 - 151.325 East and West law enforcement
Channel 2 - 151.46 East and West fire operations
Channel 3 - 159.45 Rptr out 151.145 rptr in State wide repeater system with
different tones for access
Channel 4 - 151.355 Central law enforcement ops
Channel 5 - 151.415 Central fire ops
Channel 6 - 151.31 Southern law enforcement
Channel 7 - 151.25 Southern fire ops
They also have the Mid Atlantic States Compact Frequency which is a mutual
aid of sorts for forest fires

I may have a few channel #'s mixed up but it should still give you the idea
of how they work.
MD Dept. of Natural Resources also has a statewide repeater system west of
the Chesapeaake Bay:
151.205 rptr out 159.24 rptr in with different tones for access.
Both agencies often work together and have the capability to talk on each
others systems as well as being able to come up on various other agencies
systems that still use VHF including federal systems.
The VA frequency you list is the regionwide repeater similar to MD except VA
has several different repeaters in different regions. 159.33 rptr out
151.265 rptr in for Frederick, Clarke, Loudoun, Fairfax, Fauquier, Culpeper,
Warren, Shenandoah, Page counties and a # of others. Their fireground would
normally be 151.475
